Submitting Reports

In-Person

Due to the increased risk of COVID-19 transmission at this time, the N.C. State Board of Elections will only be providing the drop box in the lobby of our physical location for committees to submit campaign disclosure reports in person.

As a result, State Board staff will not be available to date stamp or make copies of report covers or be available for in-person questions. For questions, please email State Board staff at campaign.reporting@ncsbe.gov. Thank you for your understanding.

By Mail

The campaign finance office of the State Board of Elections strongly encourages treasurers to send all disclosure reports by certified mail or by other delivery services with proof of pickup and delivery dates. 

Due to the COVID-19 situation in North Carolina, the State Board of Elections office is not accepting in-person appointments.

We have several options available for your convenience:

  • Certified mailing
  • U.S. Postal Service mail (USPS)
  • Overnight delivery by FedEx and UPS
  • Onsite drop box located in the main lobby of the State Board of Elections office (please use the sign in log sheet for campaign finance located with the drop box).

Reports sent by FedEx or UPS overnight will require a physical address:

Digital Signatures for Electronic Filers

Beginning with the 2024 Third Quarter Report, the State Board of Elections will accept a disclosure report cover from electronic filers that is digitally signed via Adobe Acrobat Reader or other Adobe products using a certificate-based digital ID and emailed to campaign.reporting@ncsbe.gov. For more information about how to sign the disclosure report cover using this process, please refer to the instruction document that follows this paragraph. Electronic filers may also continue to use a wet ink signature on the disclosure report cover and manually deliver or mail it to the board on or before the due date.
