North Carolina State Board of Elections
The North Carolina State Board of Elections (NCSBE) is the independent state agency charged with the administration of the elections process and campaign finance disclosure and compliance.
The State Auditor appoints the members from a list of nominees submitted to the Auditor by the State party chair of each of the two political parties having the highest number of registered affiliates. Not more than three members of the State Board shall be members of the same political party.
The state’s 100 county boards of elections conduct local elections, operate voting sites, maintain voter registration lists and handle numerous aspects of election administration. The office of the State Board works in conjunction with county boards of elections offices to ensure that elections are conducted lawfully and fairly.

State Board Executive Director

The State Board appointed Sam Hayes as executive director in May 2025.
An attorney from Kernersville, Hayes practiced law in Washington, D.C., before returning to North Carolina to serve as general counsel of the North Carolina Department of Environmental Quality and the Department of State Treasurer. Most recently, Hayes was general counsel to the Speaker of the North Carolina House of Representatives. In that role, Hayes worked on the development of election policy and the defense of election law in state and federal court.
He earned his undergraduate degree in economics from The University of North Carolina at Chapel Hill and his law degree from Wake Forest University School of Law. He currently resides in Raleigh with his wife, Adriane, and their two children.
