Processing Voter Registration Applications
The following voter registration applications may not be processed until after July 15, 2014:
- Changes of party affiliation
- New registration within a county
Unaffiliated Voters’ Participation in the Second Primary
Unaffiliated voters may participate in the second primary under the following guidelines:
- UNA voters, who voted a DEM ballot style in the first primary, may only vote a DEM ballot style in a second primary. If there is a DEM contest in the second primary.
- UNA voters, who voted a REP ballot style in the first primary, may only vote a REP ballot style in a second primary, if there is a REP contest in the second primary.
- UNA voters, who voted a non-partisan ballot style in the first primary, may not participate in a second primary because they do not have an eligible contest.
- UNA voters who did not vote in the first primary, may vote in the second primary and vote their choice of ballot, if a ballot choice is applicable to the county or precinct in which they reside.
- Persons who are registered and affiliated with a political party may only participate in the second primary if there is an eligible partisan contest for which they may participate.
One-Stop Absentee Voting
One-stop absentee voting for the second primary will be conducted July 3, 2014 through July 12, 2014. Due to the federal Fourth of July holiday, there will be no one-stop voting on Friday, July 4, 2014.
Civilian Absentee Voting
Absentee voting by mail should start on Friday, May 30, 2014. If you will have ballots sooner, you may go ahead and start mailing your absentee ballots. Any voter who indicated on their absentee application for the first primary that he or she would like to receive an absentee ballot for the second primary should automatically be issued an application and absentee ballot for the second primary. The absentee ballot request deadline for the second primary is Tuesday, July 8, 2014. Please be sure that you schedule your absentee meetings for the second primary: June 24, July 1, July 8, a meeting after 5 p.m. on July 14, and a final absentee meeting after 5 p.m. on July 21.
UOCAVA Absentee Voting
Absentee voting for the second primary must begin no later than Saturday, May 31, 2014 in order to meet the federal 45-day deadline. You should start mailing your ballots on or before Friday, May 30, 2014. No Exceptions! The ballot must be transmitted according to the voters’ preference. You must notify the State Board of Elections no later than Wednesday, May 28, 2014 if there are concerns that you will not have your ballots in time to meet the federal mandate. In addition, please be sure that you link the pdf-formatted UOCAVA ballots in SEIMS’ Ballot Style application in order to generate UOCAVA ballot packets that will be transmitted electronically.
If the UOCAVA voter is registered as unaffiliated and did not specify a ballot style for the first primary, then the county board is not required to issue a ballot to the voter for the second primary.
County boards must prepare a UOCAVA Election Notice to be used in conjunction with the federal write‑in absentee ballot. It must be prepared, as soon as possible.
