Provide Your Input on Planned Modernization
The North Carolina State Board of Elections wants your input on the planned modernization of the state’s election management system and campaign finance reporting software. Specifically, the Board is looking for public input on what security features and reporting capabilities should be considered when planning a new system. The Board also wants input from vendors about their qualifications to work on these projects. The information will be used to understand current market capabilities, assess technology and software needs, and assist in drafting a Request for Proposals (RFP) for the election system and campaign finance reporting software.

Background: Statewide Election Management System and Campaign Finance Software
Currently, the State Board maintains the Statewide Elections Information Management System (SEIMS), which was initially developed in 1998. SEIMS is the central elections management system that coordinates statewide elections processes, voter registration and voter roll list maintenance, and reporting of election results. It is used daily by the State Board and the 100 county boards of elections.
The campaign finance reporting software, developed by NCSBE in the early 2000s, enables the submission and storing of all campaign finance data and information required by the law and allows the public to access campaign finance disclosures. The State Board maintains both systems.
